Human Resources Policy and Procedure Manual

The City of Roswell Human Resources Policy and Procedure Manual was adopted by City Council on June 9, 2014.

The City of Roswell reviews and updates the Human Resources Policies and Procedures Manual on approximately an annual basis. The most recent revisions were approved by City Council on December 11, 2023.

These changes take effect immediately. If you have any questions or concerns about these changes to the Human Resources Policies & Procedures Manual, please contact hr@roswellgov.com.




Addendum: Delegation of Authority for Personnel Transactions

On May 28, 2025, Mayor & City Council approved an addendum to the Human Resources Policy and Procedure Manual to support organizational efficiency and ensure timely personnel actions.

The City Administrator now delegates authority to the following leadership positions to manage key personnel related responsibilities within their respective areas of oversight:
  • Chief Operating Officer
  • Chief Financial Officer
  • City Attorney
  • Deputy City Administrator for Infrastructure
  • Deputy City Administrator for Community Services
  • Deputy City Administrator for Planning, Performance, and Innovation
  • Fire Chief
  • Chief of Police
These leaders are authorized to approve and execute the following personnel transactions:
  • Submission and approval of payroll change forms
  • Requests to post open positions
  • Extension of job offers and establishment of starting compensation
  • Recommendation and justification of position reclassifications
  • Personnel actions related to hiring, promotion, transfer, and separation
  • Administration of disciplinary actions in accordance with City policies
  • Completion and approval of employee performance evaluations
  • Requests for position vacancies and minor departmental reorganizations
  • Temporary or acting role assignments
All actions taken under this delegation must comply with City personnel policies, budget provisions, and internal procedures. The Human Resources Department will continue to provide coordination, oversight, and technical support to ensure consistency and compliance across the organization.
